Pennsylvania has joined the other 49 states in allowing expert testimony to be heard in sexual offense cases. The bill was signed June 29 by Gov. Tom Corbett and will take effect 60 days after being passed.
The purpose of House Bill 1264 is to “allow expert testimony regarding victim behavior at criminal prosecutions regarding certain sexual offenses,” according to a press release on the governor’s website.
Charges filed before the bill takes effect will not be eligible for expert testimony if they go to trial. The new legislation will make trials of this nature much more expensive since both sides will want to hire experts to support their case, he said. This is a cost that he said would “ultimately be passed on to the taxpayer.”
